You need to see past race. If anyone needs help, regardless of colour, we ALL need help.

When you have poor and uneducated people along with BS drug sentences and laws, you will definitely have a high incarceration rate. Improve  the education system and provide drug rehabilitation, you will see a lot less people doing crime.

To Zinni's point, ask the teachers in the inner city how the children act and then ask how they act in the suburbs. Is that the teachers fault?

Poor parenting is not a government issue. Period.
