As a former police detective I would file charges on them both. And get the lock smiths license revoked. HOA rules can't legally allow that. So it's obviously faked!

A bona-fide locksmith wouldn't touch this. An HOA doesn't have the right to break and enter.

That’s absolutely breaking and entering, and BOTH can get into huge trouble. I really and truly hope that you filed charges against these two. IF anything is stolen, they’ll be held accountable for it.

WTF 🤬 that cannot possibly be legal!!! Anyone a landlord has to give 24 or 48 hour notice to his tenants if he needs to gain access to his property. I doubt they can legally do that! I would talk to a lawyer!
