Yes, there was no compelling need for Paul to write to the Thessalonians about brotherly love, but it was still useful for him to encourage them to love each other more and more.

1 John teaches this as a way to know that you are actually Saved.

When Paul says that the Thessalonians are God-taught to love, I don't think he is focusing on any specific way that God has taught them, whether that be through the work of the Spirit or Paul's earlier teaching or the teaching of Jesus on love etc.

Instead, I think Paul is probably just making a general statement that God has already convinced the Thessalonians of the importance of loving, without any focus on how God did this.

As it happens, God probably brought about this conviction through a number of complementary means.
