Applying for a post graduation work permit within Canada

Reason for 1st refusal was my language incompatibliy, academic and many more things but not one and for second tym reason was that they doubt about leaving canada after study

If one has completed 1+1 course. What should we write in education section in IMM form?

I’ve completed all my courses but Seneca College says I am not eligible for graduation because my GPA is 1.8 and minimum requirement is 2.0. Am I still eligible to apply for Work permit to stay in canada and then apply for PR after having work experience? Kindly someone help. I only have 3 weeks for my study permit to renew. No help from the college
