I would more equate it mimicking the vibrations of thunder and worms knowing thunder corresponds with lightning, so to reduce the risk of electrical shock with high electrical conductivity in wet soil, the worms go to the surface where they are less prone to getting zapped by lightning on the surface some what insulated by the grass.

Actually… worms can breathe in water. Rain is a non factor for them. Its still somewhat of a mystery why, but most scientist actually now thinks this happens because it sounds like a mole or some other predator coming to eat them. It also seems the sounds of rain triggers the same response which has lead to the confusion.
