I think that you have enabled nightshift. When nightshift is enabled/scheduled in auto, kernel_task "goes to eleven" (to the extreme). Simple trick is turn it off, wait a few seconds (~30) and then enable again manually. Is a known bug non resolved to date.

Same problem. 5 minutes of connecting external monitors, CPU hits 800%. Spoke to support multiple times over hours, downgraded to Mojave, back to Catallina 10.15..5. My mac is also brand new 15inch 2019 model. Support says it probably hardware, but so many of us facing the same problem, doubt if this is really hardwae.

Might it be bad thermal paste? Maybe you can replace yours. Not ideal, and might void warranty, but it might provide a fix.
