But i have a doubt - In the second case, where set of L is described, it is written L = {v∈ℝ|....}. but is v part of line L?

I have a feeling that 2nd case is given out of thin air. Is there an explanation of how these equations are derived. Also how is v-p equal to line L? Thanks.
