This is a rope lighter, also known as a windproof trench lighter or rope fire starter. Its origins trace back to lighters used during World War I and World War II, particularly by soldiers in the trenches. Sailors and outdoor enthusiasts later adopted similar designs because of the rope lighter’s resistance to wind and ability to stay lit without producing an open flame.

This is a rope lighter and the video does not show the lighter being properly used.
Source: I own one.

What you're supposed to do is burn the very tip of the rope, where the striker is, until it's black. This becomes char material. Any time a spark hits the black bit of rope, it makes a red hot ember and no flame, which is what the little ball is there for - the little ball covers the rope and snuffs the ember. Since it was just an ember, it was wind proof (wind makes it burn hotter) and it was also water resistant thanks to the construction (about 2 inches of rope is covered in brass). They were common for sailors for these reasons.

You can soak it in some lighter fluid and light it like this, which has no real practical purpose but is as fun as it is dangerous.

You don't need to expose more wick than you need. That's what makes those lighters so handy. If you need larger flames due to wind or what your trying to light. You pull out more wick. If you only need a little flame to light a cigarette inside. You only pull out a little wick.
