Amazing Lighter in 1913

I bought this, and before I used it, I researched the proper method; what it was intended for, if it needs to be filled with fuel, how it was used, etc.

Upon my findings, this video is wrong. It looks as if this person soaked their whole wick in lighter fluid to produce a viral video.

In fact, this lighter was key for one item: the wind couldn't blow it out. And that was because there is NO intended flame. It is supposed to be an ember resembling a hot coal in which required the sailor to physically touch the burning ember to the matter in his pipe and then proceed to smoke.
