2 Chronicles 19: King Jehoshaphat survives the war by God’s grace and returns to live and stay in Jerusalem. No further excursions into the “world”, specifically Israel. He is confronted by the prophet Jehu who holds the King accountable for allying with evil. Jehoshaphat will begin a revival for his people and appoints judges and governors and instructs them to apply the rule of law with the fear of God. Laws are meaningless without the righteousness and goodness of God behind them.

Jehoshaphat is setting up a judicial system based on the laws of God. He wants his priests to administrator and teach his people how to walk with God. Obviously God will show his wrath if his laws are broken. By appointing Gods priests to teach his people, I believe Jehoshaphat is hoping it won't come to that. Protection by the law.
