UL - Underwriters laboratories governs North America and CE - Conformité Européenne governs over the European Nations. These standards for safety electronics are very much the same although each body is allowed to have its own standards of higher or lower safety requirements needed for certain area.

Generally, if you will have a UL certification product you will also have CE if that product is for global sales. So if you intend to sell your product in both European and North America market, you would need both certifications for both parties to have that happen.

CE is a self certification, it's up to you as the manufacturer to make sure it complies with the standard or else you assume liability. Unofficial CE testing labs exist.
