Skip the 'mech' stage and go right to nano augmentation. Real cyborgs wouldn't LOOK like cyborgs. They would feel pain, pleasure, bleed, need to eat - everything an ordinary human is bound to but they would have certain extra abilities.
If they lurch or twitch or otherwise react to an EMP, such as from electrical machinery starting or stopping, you've found a cyborg. There are other 'tells' but EMP is the easiest.

Dumb movie. So much that doesn't make sense. And why would it be about athletes?? One, if that happened we'd just have different classes of competitors like we do now and Two, you write a movie about cool cybernetics, why make it about Athletes at all when there's so many other things you could do with it.
It's like this has been written by a 14 year old that likes robots and running.
