Witches or sorcerors from any fantasy setting can usually interact with the astral plain. Having a base in a less populated region would make sense.

Maybe the dragons are natural predators of the hollows. Because of that, they moved from the west branch sector (of the real world) to the east where dragons had gone extinct a long time ago (by the shinigami I guess?), and then they spread and evolved to extreme proportions like we saw on Bleach.
