Parcel delivery - No Answer

Three things to note here:
1) No attempt to deliver the package
2) The Delivery Notice is already filled out as "No Answer"!
3) I was standing on the other side of the door at the time. In hindsight, I should have run out after the postie and questioned him.

Now I'll need to run to the post office to get the package tomorrow. What if I had limited transportation or was a senior with poor mobility? Tax dollars at work friends.
