Not only is the pricing for HubSpot shown for the CMS and not the CRM, the pricing you show has nothing to do with the user count. All CRM user licenses are free. Pro seat licenses only come into play when using the advanced features provided at Professional and Enterprise levels of the Sales and Service Hub specifically. Marketing, CMS, Operations, and Commerce Hub costs are not impacted by user count at all.
