This here is the biggest problem with modern batman. They rely so much on the joker and make him so ungodly evil, that it makes batman look incompetent and complicit by not killing the joker. The no kill rule made sense when joker was just a gimmicky mobster or trickster type villain. With him being possibly the most cruel and evil non-meta just for fun somebody should've killed him. A cop, civilian, victim, or other villains because he's too wild and unpredictable. Maybe in the 40s when almost nobody in big cities had guns he'd live, but in modern America everyone and their granny has a gun. He'd be dead in his first month after a scared cop or civilian blasted him on site, and no judge or jury could convict. Jokers killer would be a national hero.
