Litter Enforcement Humiliated (Brighton City Centre)

A Brighton & Hove City Council “Environmental Enforcement Officer" attempts to issue an illegal £150 Fixed Penalty Notice, contrary to DEFRA Environmental Enforcement Code of Practice outside Churchill Square, Brighton.

In this video, he is allowed to board a bus without paying a fare, in order to pursue the female victim who has already picked up a cigarette butt that slipped from her fingers.

I have contacted Brighton & Hove Buses regarding thier policy surrounding this. They have yet to reply.

The fact he thinks he has the right to even get on that bus without a ticket and harass a member of the public shows he's not the brightest of sparks.

I'm all for a cleaner, less polluted environment and selfish litter louts to get fines...BUT, this type of enforcement is all about making revenue and lining pockets with shady means of work practice. This enforcement officer was bang out of order and should be made accountable for not following policy.

Under the guidelines they are supposed to ask to pick it up first, and they are not to follow onto private premises

I've dealt with a few of these clowns in Brighton, I found one of them hanging around the language colleges preying on foreign students.
The way the company operates is when there's resistance like this, they withdraw the litter clowns and try again six months later.

government guidelines state that a person must be allowed to pick up whatever they have dropped and thats an end to it

the LAW : 1 If you are made aware that youve dropped any item YOU MUST INITIALY BE ASKED TO PICK UP THE ITEM UP ( IF YOU ARE NOT ASKED TO DO SO OR IF THE ITEM YOU ARE ACCUSED TO HAVE DROPPED IS NOT POINTED OUT TO YOU THEN THE CHARGE WOULD BE CONSIDERED NOT PROVEN IN COURT) if you know you didnt drop the item you can walk away, if you suspect you might have dropped the item PICK THE ITEM UP AND DISPOSSE OF IT,
2 you are NOT obligated to give your details to any one if you refer to PACE you are only required to give your detaisl UP ON ARREST TO POLICE these litter monitors have no greater power than police so refuse to assist them, if you have picked up the item then the offence of littering can not be leveled against you
3 make it clear, if you disposed of your litter correctly that it is for the litter monitor to provide evidence of your crime, if they remove a item you put in a bin then they are guilty of perverting justice which will result in a hefty fine by a court or a prison sentence
THE CRIMEOF LITTERING ONLY EXISTS IF YOU DROP A ITEM AND DELIBERATLY LEAVE IT accidental dropping an item is not littering ie dropping a receipt or a tissue as you remove a wallet or keys etc etc
ALWAYS GO TO COURT NEVER AGREE TO PAY

I live in Brighton and it used to be such a fun place to live.
Not anymore the greens have sucked the life out of it and us
Full of uni students and homeless people not from here, no jobs for local folks
Got kicked off the seafront last year just for going for a walk
However blm, and extinction rebellion were welcomed with open arms to protest and March most of them didn't live in our once beautiful and fun city
