That exact guy fined my girlfriend, he saw her drop a cigarette butt about 20 seconds before I binned mine but they didn't interact with us until after I binned it, clearly trying to see if I would also throw mine on the floor, I then asked if she picked the butt up they can't issue the fine and he said " no i can record you doing it and it goes down as a gesture of "good will"
