What about 1 person just using the Kindle app on their phone and 1 person actually has a Kindle device? Can you still do household sharing?

I have a question from a prior video, I dont have a physical kindle, but have the app on my computer and iphone. When I go to click download and transfer via USB i get the same message "You do not have any compatible devices registered for this content. Buy a Kindle or get the free Kindle reading app." I have tried so many things but i cannot download the file. Do I absolutely need a physical kindle device to unlock this capability!?

How do you access the household sharing feature? And I can share books from my Kindle unlimited with my kids so they can have them on their own Kindle?
