Does this work for finding the vectors in the diffusion process in nuclear reactor physics

I have another question regarding vectors and cross product... Suppose we're asked to draw the vector (2, 3), do we always assume the vector starts at (0, 0) and goes to (2, 3)? Also, when asked to find the cross product of two vectors, do we also assume that the two vectors start at (0, 0)?
