idk if it’s just me but I did it 209/100 to get the value of one percent and then multiplied that by eight to get The answer

200% of 8 is 16, so it's the answer a little higher than 16.

My way of getting percentages is to divide by 100 to get 1% then multiply by the percentage I'm trying to get. For example 37% of 200 would be 200 ÷ 100 × 37 = 74

Since it was multiple choice I simply got 10% of 209 by moving the decimal point once to get 20.9, then checked for the closest answer. It's a tiny bit situational but works just fine most of the time.
