Blaine's redesign he uses makes him resemble a thinner, older Dr. Robotnik/Eggman.

The comparison between the two overworld sprites has blown my mind. It's pretty obvious that Game Freak did these changes extremely late in development.

I do recall some of these inconsistencies with Blaine. Personally, I like his scientist design a lot more.

Maybe the Silph Chief is'nt the president, but rather a lead scientist, who was originally be the holder of the master ball and an encounter, before you fight Giovanni.

the modified blaine was part of the silph-rocket plan, they wanted to create mew, screwed it up as we know, and then wanted to capture mewtwo with the master ball... giovanni realized silph finally made the ball, and took hostage silph chief. then, with giovanni defeated, our “blaine” didnt have any other obstacles to get mewtwo, just the little fella who disbanded the rockets. that’s why he challenges you and when you defeat him he actually let go the master ball. it was too forced the fact, giving you the master ball anyway...

Personal Headcannon of mine regarding Blaine. He WAS in the military, and pretty high up too. But he retired and took up being a gym leader as a hobby. Hard to tell what branch he was, but I'm personally going with either Army or Marine.

The early Pokémon Game manual Blaine looks like he’s younger like in his 40s with brown hair and a solider like LT Surge.
The anime makes him look like an old hippie.

Pokémon Red & Green, Blue, Yellow he’s a scientist.

One of countless examples of Gen 1 being jank... pretty amusing to see something so visible cracked open like this though. And as a kid, the difference in visuals flew right over my head. Go figure.

I came here after reading some of the manga. In one chapter, they showed Blaine looking similar to his old design with fake hair and different clothes, and then when he got to his lab, he put on his glasses, lab coat, and fake mustache. At first, I thought maybe this was referencing the anime appearance he had possibly, but now I know that this design dates further back than the anime, and the writer + artist were referencing that. I thought it was neat they incorporated both looks into the story.

Interestingly, poking further into this, I saw some concept art for Blaine in LGPE, and the art depicts a similar concept to the manga, in which Blaine is able to wear and take off fake hair/mustaches to change between appearances that resemble his new and current design. So that's kind of neat that the old design carries on further, even years past it's initial conceptualization and lack of use in the original games.

I wouldn't necessarily say this change was done late. The project was super over schedule, people were quitting, anything that wasn't key to finishing a shippable product was not a priority.

For example, the first gym leader in Viridian was a hunched-back kid with his hands in his pockets and a rude appearance. Eventually he became Giovanni, and there was obviously a lot of time after that change, given how Viridian gym is blocked and how he features in the story. But he kept the same pose and proportions. It seems that after a certain period, there was no time to fine tune anything.
