You cannot expand about the point x=0 because it is not an ordinary point. This point is actually a regular singular point and so you should use Frobenius' method for solving it.

Can you continue the solution video? It was great up until the end where it feels abruptly ended.

When you introduce the dummy variable to replace n by m-2 and n+2 by m, by doing so you would also change summation index as well; n=0 would change to n=2. You would actually use a Laurent Series to solve for any regular singular point.
