its a safety feature, when your putting up some shelves you can simply see the giant bump in the wall and automatically know there's some pipes in there

They make a special tool to fix this exact problem and it's usually available at most home improvement centers. The French Canadians call it la grande marteau. In the states they call it a hammer.

Ideally them pipes should have a good coverage of screed/plaster. As the expansion and contraction will crack the finish if it's speed fit I wouldn't be surprised if it expands so much it pops out the wall

At least you weren't rewiring a socket with your hands gripping ALL of the conductors when they turned the breaker on so, you know, they could use their multi tool or anything like that. I mean, as like an example.
