Rubbing them together is only impolite with nice chopsticks. Plenty of people will still rub together cheap one-piece chopsticks to prevent splinters. It's not something you do at a nice restaurant (because it implies that the chopsticks are cheap enough you'd need to do so), but it's not anything on the scale of sticking them into rice or passing something between chopsticks.
