Giovanni is evil yes, but I think ghetsis is darker

A list for why Ghetsis should be at the top of this list:

1- He's an emotionally manipulative dad who adopted N for the sole purpose of establishing him as king of Unova and then usurping him
2- He was fully planning on doing this to Giovanni too in the RR episode
3- His ace Pokemon runs a full power frustration, a move that gets stronger the more the user hates their trainer, so animal abuse is on the table (even for a game of Pokemon's manner)
4- He threatens children with murd3r whenever he loses
5- He has attempted actual murd3r on the player
6- He promotes N's belief that Pokemon should be liberated from their pokeballs only so that he would be able to control them all for himself
7- In the RR episode it's canon in his dimension that he killed his own son
8- Among all villains in the games he is the most personal and will harm other characters in ways that mean something to them (ie attacking Lillie, the protagonist's friend)

yeah no I'd say ghetsis is the most evil, he has no tragic backstory to explain his motives, he has no sympathetic aspects to him, he is in every way a true monster.
also to go over why the villains above him aren't as evil
Lusamine is implied to be under the effects of Nihilego's toxins and her USUM version isn't as evil in general
Lysandre is shown shedding a tear over the deaths his plan will cause showing that he doesn't enjoy what he's doing even if he sees it as necessary
Cyrus's backstory of growing up in sunnyshore only ever knowing a life of negativity and sadness makes him somewhat sympathetic
and Giovanni (excluding the rainbow rocket one) doesn't really do anything on the same scale as other evil team leaders

Volo quickly became my favorite villain, passing Cyrus. I liked Cyrus because he actually won in the end, even though not in the way he originally intended. He got sent to the distortion world and stayed there (a world without spirit). Volo was just absolutely threatening being the only person with the ability to control pokemon at his level with no one to stop him. That is until literal divine intervention from Arceus sending back Lucus or Dawn to stop him.

Personally I thought Volo was the smartest villain. He didn't need a team of mindless members that look the same. He just used the main character to do his dirty work.

I would put the AI Professors in Scarlet and Violet higher up the list, as they realized what the original professor wanted, what would that mean, and decide that isn't right. They only fight you because the program forces him to do so.

How about a list of pokemon Teams, from incompetent to most successful.

(Also how is Ghestis not higher on the list, let alone on top. He's the only villain who actually tries to murder the main character)

Okay... Due to the way this channel seems to prioritize actions over motives or character, I had a feeling Ghetsis wouldn't be #1, but I'm surprised he didn't even make top 3. Even more, I'm surprised Lusamine is considered more evil.

Also, Zinzolin was included, but not Colress... I don't get that choice. Colress is very much a villain in his own right. I'd actually say he's more evil than the fanbase seems to give him credit for. Not on the same level as say, Ghetsis or Cyrus, but still.

Of course Jessie & jame would be the least evil they have more redeeming trades and have them more good deeds than the others penny is just at character who was pushed to defeat her self and everyone saw as a villain for it

Only 2 things I disagree with:
Ghetsis isn’t number 1, and Volo isn’t number 2. Ghetsis takes number 1, Volo takes number 2. That’s how it should have been.
Gio goes down to number 3, though.

Well, i can kinda understand why you put Lusamine as high as she was, but in the ultra games, she does end up becoming better, plus her motivation was to find her lost husband, unknown to her, Moan was in alola all this time, although without memory of his past life. A tragedy caused her to go to do extremes, admirable, no. But sympathetic, yes.

scuffed list. Giovanni isnt the most evil, he doesnt even wanna destroy the world, just be an evil leader and get storng pokemon while controlling most things. And the fact that lusamine is that high doesn't feel right...
