Mike, Vlans are created on Layer 2 and 3. Layer 3 switch does the DHCP & DNS, where a Layer 2 only routes vlan traffic. Also a trunk port can have more then one vlan. Also the max amount of vlans is 4096.

So, I can create 3 VLANS on my home network using 3 of my 4 Wi-Fi router LAN ports, and save the cost of a Layer 3 switch. Each of my 3 VLAN network cables can then be connected to a Layer 2 switch with as many ports as needed for each VLAN.
