I think kids talk well when they're spoken to in full conversation before their able to even walk. My nieces and nephew both with the same grandma developed speaking skills as awesome as this because my aunt is a yapper and baby sat them since new borns. It's really hilarious seeing a tiny human form coherent sentences at the age of 1. It's crazy.
