surprise news; your phones have been tracked even when "off" for a few years now. This is the main reason why your phone's battery is not easily removable like in years past. This is one of the reasons why modular phones can't get off the ground.

Next update: We'll keep the camera on if your phone is off for "security" reasons

Of course, of course. This surely doesn't seem like it can easily be misused.

They keep adding passive tracking "features" at what point can this be considered espionage? What if you work in a competing company for any of the services Google/Alphabet has. Could they comping about this?

Google and apple hand in hand. The big mesh network of Google. You cannot power off your phone. And you can't remove the battery, what a coincidence. I have to install an external switch on my phone. I think there is a phone with physical switches for the camera, microphone and GPS. We are part of the a big surveillance network. Rob braxman explained this very well.
