And then enemy locks in Twitch support so they do the heinous cheese of staying there level 1 and it doesn't matter that your opponent gets less exp because Twitch stays until your opponent gets their own mentos funded and does a 2nd/3rd wave crash, and now the wave gets frozen to their side
And of course your own Jungle is of no help in said situation either

Pro tip: if you face a ranged champ as garen, just go proxy level 1 and take tp and hexflash.
