After about 30 retries of this mission (trying to do a non-lethal run _and_ attempting to extract both targets), I really don't want to save Miller in TPP.

Very difficult, couldn't jump the fence and prone though, and there was always a second guy by the power checker. Be aware, he patrols and can see you climb the ladders.

If so have you extracted both Finger and The Eye and both prisoners on HARD with S rank?
What tips would you provide?

I seen a different video where a guy got a cargo truck and captured the Finger first then drove to the prisoner area, rescued both and captured The Eye in less than 8 minutes.

Either way, this guy 360GameTV is awesome, I wish I discovered his Channel 3 years ago. Take care.
