But back to the topic of this video, I think Japan has no shortage of great bassists; their groove is fun to watch. And it seems that the five-string bass is what's really happening there. Perhaps the five-string is happening everywhere.

3:58 is a meme refers to the song "Get Down" (ゲッダン). It was originally a bug in the game "GoldenEye - 007", where causes npcs and object starting to move irregularly. Later someone made a animation of that and put the song "Get Down" in the background which fits perfectly and became a meme.
