I think the difference between the saying "doing the same thing over and over again is the definition of insanity" and not giving up is the context of your attempts. If every attempt at achieving your goal is the same (i.e. performed without learning anything from the previous attempts), you fit the description of the saying. If you learn from your previous attempts and change your next attempt to better tailor it to meeting your goal, that's perseverance/not giving up.
