I went to trade school. Graduated in 83. My first job in the field started out at 15 bucks an hour at a time minimum wage was 3.35. . I was in telephone industry. My pay was north of 6 figures by the mid 90s . Not bad for the 1500 bucks I spent on that trade school.

The problem is that to work in the trades is you have to actually work. Many young people are allergic to work, they prefer having everything handed to them. In COVID, they found out they can stay home, not pay their loans, and get a check. They've lost any sense of responsibility.

Temp agencies make a lot of money by making sure that Temp job seeker's never get hired for more than three months. At the end of three months the job seeker's have to look again for more employment. Never Ends!

All sounds wonderful. But the real problem is forced health care payments. A public school office worker makes way more money when you include all their benefits vs a self employed tradesperson. Mike needs to spell this out.... he speaks like a blue collar conservative, but in reality he knows these new trades people will have to belong to a union, or be a Gov worker (trades person).
