Seasons 1 and 2 is some of the best writing and acting I’ve ever seen on tv. The writing would normally pass as extremely corny, the way Frank talks to the camera and uses metaphors that are out of the blue and rather odd but they manage to pass off as incredibly believable, well at least to me. And above all, spacey’s portrayal is exceptional as is Michael Kelly. Masterful performances

Saying No or disagreeing with your boss or your higher up with good intentions toward them shows leadership and understanding between 2 people it doesn't undermine them..depending on your boss's personality and emotional status.

He completely ignores Linda when she says 'cut the bill, whatever is necessary...." and continues to speak with the president. It's a subtle action showing Linda her place, and let her know that her words mean nothing to him and he was going to directly argue with the main man.

I'm so glad he explained to me that people don't usually tell the President "no." Ultra-complex political intrigue is what made this show so special.
