This was better than the erroneous answer on the MS website which says to go to Control Panel>Appearance & Personalization.

This is what I needed. Performed a last good know configuration after my windows 7 caught a virus. Everything was back to normal, except that I was missing all my files (pictures, spreadsheets, etc.) My hard drive was still using the same space, nothing was lost as originally thought because all the folders and files were hidden.
