I have found that I can have a better pigment-to-binder ratio if I moisten the pigment prior to adding the binder. This allows the binder to mix more evenly and effectively and the water will eventually evaporate, meaning it's a temporary ingredient. Otherwise, I would need to add more binder to make sure all of the pigment is moist enough to mix properly and that might result in a less rich final product!
