I found a relatively cheap legendary upgrade at a Ripper Doc near where you look for Anna Hamill (Women of La Mancha quest) $14, 000 gets you a 200 point armor bump.

Don't forget about the legendary subdermal armor that gives +200 armor. Have not regretted it one bit.

You missed a very important but not very flashy one - the legendary subdermal armor - it just gives you 200 points in armor. I don't remember how much it costs, but I bought it while doing that mission where I had to convince a cop to give up her investigation because some other dirty cops put a hit on her, it's the ripper in that square, the one that is jacked and doesn't like cyberwares.

Beserk is also a must have for a stealth hitman style build. Because the weapon damage buffs base damage it makes your crits and sneak attacks do way more damage.
