The lot appears to be shared by a handful of businesses, like a strip mall, with Iceberg on the corner.

Just like the towing "vultures" at the DMV on 300 West in S. Salt Lake. Yes, I parked in the wrong, but I was in the vehicle with it running the whole time while my brother went in. No polite knock on the window, but I look into the mirror and see a flat bed backing up to my vehicle. I quickly went over the curb and got away. It seems the landlords and towing companies would rather not communicate, but just boot and tow, regardless.
