From the looks of it, I think this Watchmen show will be set after the events of the movie/graphic novel, this Rorschach (like in doomsday clock) will be inspired by the original to fight crime, and I think Jeremy Irons will play an older Ozymandias. As for those yellow cops, perhaps the cops respected Comedian, and wanted to continue his legacy by fighting crime while looking like his symbol. And perhaps that woman we see in the car mirror is an older Silk Spectre...?

Rorschach has one of the coolest masks in comic book history (imo)
and they completely ruin it
and if my Eyes are not fooling me, he has holes in the mask to see through... what the fuck HBO.
