if you assign the 045 using ifconfig command in linux it would convert the 45 to octal value

Dotted Decimal to binary

The Answer of Question 2:-
Binary to dotted Decimal
11101111 11110111 11000111 00011101 = 239.249.199.29

For the first example 145.14.6.8, the binary translation for 145 is wrong. It's supposed to be 10001001.
