Please help understand, some use lets say C major scale but they start from Key E and use all of the C major scale notes. Is this correct? or if you use C major scale you must start from C? Thanks for your help

if i played chord progression I, VI, IV, V (C, Am,F, G) key of C and if i want to creat solo over it...can i use Am scale note over Am rhythm or over F chord i use F major scale note indivisually and when it goes G and i use indivisually G major scale over during the G chord whole 4 rhythm covers only c major scale?

i learned that so far each scale degree is categorized with major, minor and diminished...but i didnot understand these major7th, minor 7th, dominant 7th, minor 7b5 just under the chord type....
