She isn't wrong, you can legally insure a vehicle without a valid license. The tough part is finding an insurer that will insure you without a license. Insurance is not a right, it's a service that insurers can refuse to offer someone. When I was unlicensed last year I needed to get insurance for about 6 months, I called every agent I could find and they all said no. The agents scour several insurance companies trying to find a policy for you, and even The General said no. As soon as I cleared up my license and got my permit (had to start all over) I was able to get insured with only a learner permit, and have since got my license.
