How come the magnitude of the reaction was not (Ra^2 + F^2)^1/2. Is that only for hinges where the reaction force is due to a hinge?

I have two questions sir:
1) How did u know that f=(μ*Ra)
2) Why did we not take Ra and F into consideration when taking moments about A. Is it because F and Ra are in the same line of action as the pivot?
