Part 4 is easily the best part of JoJo, you have everything condensed into one relatable location, a wide cast of characters that each get a moment to shine and have enough depth and apeal you care immensely what happens to them, and the stakes aren't world or universe ending, but because of how close and comfortable this setting is you really feel for everyone involved because it would be the end of *their* world. No one really feels drawn together by coincidence, they all have a place in each others lives and their coming together is more believable than "people with stands are drawn to one another" you believe theu could be freinds despite that.
