Pretty sure Doom was responsible for the Scarlet Witch doing the whole 'No more mutants' bit, that spurred Disassembled, House of M, Secret Invasion, Dark reign, Seige, etc... A 10 year arc of comics, that Doom was responsible for as stated in Children's Crusade.

Doctor Doom is my all time favorite Marvel villain, and I'm still pissed that the movies refuse to get the character right. They turned him into a Norman Osborn clone in the 2005 film and then into a whiny blogger in the 2015 one. It's insane, but the most faithful movie version of the character comes from the unreleased 1994 film. It wasn't good, but of the three it was the closest one to the comics. I hope that the eventual MCU release give the character its due, but Marvel's track record with villains isn't great. There's a bunch of terrible ones, a few that are frankly mediocre but look great compared to the bad ones and only a couple of genuinely good ones.

Doctor Doom found a way to control Reed Richard's mind with hypnotic suggestion. Instead of using it to defeat the Fantastic 4, he makes sure Reed pays enough attention to Sue to keep their marriage together just so Doom can have the satisfaction of taking Sue away from Reed one day.

He betrayed Doctor Strange in Triumph and Torment. Strange agreed to journey into hell with Doom, in an effort to rescue his mother. But the entire time, Doom’s real plan was to trade Strange to Mephisto in exchange for his mother’s soul.

His weirdest crime is probably when he trapped the Fantastic Four, Franklin, and Alicia in doll sized replica bodies to live in a tiny model town. He erased their memories of their super heroic exploits, just so he could use a replica of himself to be Reed’s boss, just to berate him and order him around. Talk about petty!

Dr. Doom is Marvel Comics’ Best ever Supervillain.
What he did to Johnny Storm in The Bride of Doom arc was certainly justified, given what Johnny did. The Human Torch got what he Deserved at the hands of Dr. Doom, besides, James Hammond is a far more responsible Human Torch.
