This is LeegiDX, very recent romhack by a new creator- this is their first one but they're now making tons of things that I've seen glimpses of and I'm really excited to play!

The timer is slower because it actually counts RL seconds and not Mushroom Kingdom Time Units, which is also the situation in New Super Luigi U.
