You didn't do resolute strike in this video, you get a red aura around you when you do it right, and you need to do it right before enemy attack hits you, all you did is combo heavy into light attack. This video is misleading.

You are misunderstand the skill. You need 1 focus point atleast, and you do some normal attack, when enemy try to hit you, quickly press Strong attack. That is how Resolute Counterflow will active, you will counter the boss.
