When I go into safe mode it won't even let me click on anything, the mouse icon is just continuously the blue spinning wheel as if it's loading but it never stops so I can't even uninstall any software. Any solution?

All that’s happening is my hp logo loads then blue screen then it goes black and repeat hard reset wont work and I can’t do anything on the laptop f11 and f8 won’t pull advanced options up either

hey so, I decided to follow the command prompt and followed each step but, when I press enter on 'dir', it only says 0 files and 2 dirs, when I did cd \windows\system32\config, "The system cannot find the path specified." even when I did it to the 'd:' or other drives, it won't work, because for 'd:' it appears with "The volume does not contain a recognized file system." "Please make sure that all required file system drivers are loaded and that the volume is not corrupted." any advice?
