I think having more number of smaller aircraft carriers is better than one large one. If the large carrier does get hit, the damage will be huge. Where as smaller ones are bit more maneuverable and pose a smaller target and may be bit more difficult to spot. If it does get hit, the loss will be smaller.

India currently first aircraft carrier is an ex Kiev class missile cruiser converted by Russia to a carrier. Having lots of problem. 3rd carrier is still in development.

I think your information is outdated, INS vishal was under consideration but that was scrapped for the proposal of a repeat of the Vikrant class and that project has also been put on hold as Indian navy has prioritised the development of nuclear attack submarines and conventional submarines over a 3rd carrier. So it sounds like India will only be operating 2 carriers for the foreseeable future
